Hugo Morales holds a PhD in Criminology by The University of Porto, Master in Criminology and Juvenile Delinquency by the University of Castilla-La Mancha, and he is a Social Psychologist.

He is an Assistant Professor and Investigator at Research Group on Drugs, Security and Citizen Co-Living from The Department of Psychology at The Pontifical Catholic University of Peru, Investigator at Research Interdisciplinary Center Crime, Justice and Security from The School of Criminology at The University of Oporto and a Member of the Board of Directors and of the Scientific Commission from The International Society of Criminology. He is an International Consultant for Government agencies and Development Cooperation in social prevention of violence and social reinsertion of juvenile offenders.

Fifteen years of teaching in the formulation of development projects and psychosocial intervention in universities in Peru, Latin America and Europe; and in research, design and evaluation of Public Policies for Education, Health, Drugs, Citizen Security and Juvenile Justice for international organizations such as International Narcotics and Law Enforcement Affairs Section, USAID, European Commission, OIJJ, GIZ, CTB, BICE, UNICEF, UNICRI, PAHO/WHO, UNODC, UNFPA and IADB in countries of Latin America, Africa, Asia, and Europe.
